Political Advisory Committee

Influencing policy on European urban transport

The Political Advisory Committee (PAC) is a small group of leading politicians that acts as the steering group of the CIVITAS initiative and network of cities. Its members participate in a personal capacity.
PAC members are mainly responsible for:

  1. Delivering policy recommendations to the European Commission (EC)’s Directorate-General for Mobility and Transport (DG MOVE);
  2. Facilitating cooperation between the EC and the CIVITAS city network, and CIVINET national and regional networks;
  3. Choosing the host city and providing input for the annual CIVITAS Forum Conference;
  4. Taking part in key CIVITAS activities, including study tours, peer reviews, and thematic working groups;
  5. Ensuring and strengthening the involvement of politicians from CIVITAS cities in the initiative's activities.

PAC members meet three times a year, including at the yearly CIVITAS Forum Conference. The current PAC was selected in July 2015 and will serve until the election of the new one.

Call closed for members to join new PAC

The last call for new members join the new PAC closed at the end of May 2018.

The European Commission will appoint 16 PAC members (with the PAC Secretariat's support) based on general criteria of representativeness, including type of city and geographical position, CIVITAS experience, and gender.

The first meeting will be at the CIVITAS Forum in Umeå, Sweden, between 19-21 September 2018.

PAC Statements

Statements constitute one of the PAC's most important outputs. Often taking the form of policy recommendations, these contribute to the work of policy makers working in urban mobility at European, national and local level. They also support the identification of CIVITAS's policy priorities and seek to mobilise industry, transport operators, and other stakeholders.

Members of the new Political Advisory Committee (PAC) (constituted in July 2015), a group of leading and highly motivated politicians, are listed below.

Gabriele Folli
Deputy Mayor of Parma

Appointed as deputy mayor in 2012, Gabriele Folli, was formerly Marketing Manager in a major Italian company manufacturing packaging machines for the food and beverage industry. He’s currently working in developing the SUMP for the city of Parma in order to establish strategic vision for sustainable mobility in the city at 2025. In the past years he has worked in developing car & bike sharing facilities, electric mobility infrastructures, low emissions zones, traffic free areas around schools, dedicated lanes for public transport, intermodality, low speed and pedestrian zones, mobility for impaired users and more. He has taken part in a series of European projects in cooperation with other towns among which are Simon (Sustainable MObility for older and impaired users), Ecostars (Fleet recognition scheme), CARMA (Cycling Awareness Raising and Marketing), Trolley (trolley buses in central Europe) and also in the Civitas network (workshops in Nantes, Civinet Italia, etc.) As a member of the PAC, he wish to contribute to the European sustainable mobility policy agenda with his experience and also to get contribution from colleagues from other European cities and promote good practices, research and applying latest technologies and innovations in this field.

Bas Verkerk
City Mayor of Delft

Mr. Bas Verkerk is lord Mayor of the City of Delft. Until 2004 he was the vice-mayor of the City of The Hague for Economic Affairs and International Affairs. In previous work experience he was team manager and legal councillor at the Dutch Council of State. In terms of international position, Mr. Verkerk has been (since 2008) an alternate member of the EU Committee of the Regions; chairman (until 2013) of the Dutch delegation. Rapporteur of CoR opinion ‘Towards an integrated Urban Agenda of the EU’ (2013-2014). In addition, Mr Verkerk is currently a member of the VNG (<em>Association of Dutch Municipalities</em>), vice-president Commission of European Affairs, and member of the ALDE grouping of the EU Committee of the Regions and (vice-) party chairman as of 2010. Mr. Bas Verkerk Holds masters´ degrees in Dutch Law, plus Law and Spatial planning from University of Groningen.

Íñigo de la Serna Hernáiz
City Mayor of Santander

He got a Master’s Degree in Civil Engineering at the University of Cantabria, specialized in Hydraulics, Oceanography and Environment. He was elected Mayor of the city of Santander in 2007, being Popular Party’s candidate, and re-elected in municipal elections in 2011 and 2015. He had worked in private industry as head of the hydraulics department at the engineering company APIA XXI, from 1995 to 1999. Later, he was appointed as director of the office of Cantabria’s regional Minister of Environment, from 1999 to 2003. He has been Santander’s city councillor of Environment, Water and Beaches during the term in office 2003-2007. He has been regional deputy during his first term in office as Santander’s Mayor, from 2007 to 2011, and he continues being regional deputy during current term in office 2015-2019. He is a member of the Executive Committee of Cantabria region‘s Popular Party. Currently, he is president of the Spanish Federation of Municipalities and Provinces (FEMP). He also presides over the Spanish Smart Cities Network. He is currently co-president of the Council of European Municipalities and Regions (CEMR) of which he will be president from December on, and he is member of the Network Global Agenda Councils and the Regional Committee of the World Economic Forum.

Andrzej Bień
Vice-Chairman of Santander

Plenipotentiary of the Mayor for Safety. Age 43, a councilor since 1998 with a break from 2006 to 2007. Former Chairman of the Committee on Transport UBC Education: MSc. engineer (Gdańsk University of Technology Faculty of Mechanical Engineering), postgraduate studies "Management of spatial development of cities" (Gdańsk University of Technology Faculty of Architecture). Job: specialist for real estate.

Henrik Munck
First Vice Chairman of Gothenburg

Henrik Munck (born 1974) is First Vice Chairman of Gothenburg Traffic and Transport Committee and Chairman of the Western Gothenburg district with responsibility for schools, elderly care, and social services. Henrik is involved in change towards a more attractive city e.g. through ambitious investments in bicycle and public transport infrastructure, and city development. In his professional career within the transport vehicle industry Henrik has been involved in several international mobility projects in Europe, America, and Asia. <em>“City mobility is an exciting subject covering environmental, economic, and social issues!”

Dejan Crnek
Vice-Mayor of Ljubljana

Before being elected member of the Ljubljana City Council and appointed Vice-Mayor in 2014, he has served three terms as President of the District Council of Šmarna gora. In that role he has  dedicated much attention to the development and improvement of  the public infrastructure in the district, with a special focus on mobility measures like calming the traffic and improving accessibility by public transport (extending PT lines, introducing  additional bus stops...). In the role of Vice-Mayor he is actively involved in the implementation of the new traffic policy of the City of Ljubljana with a strong emphasis on promotion of alternative mobility modes and multimodality. He actively participates in the European Mobility Week and Ljubljana European Green Capital 2016 activities. Other main fields of his activity within the City of Ljubljana are sports and cooperation with city districts.

Carlos Bernardes
Mayor of Torres Vedras

Master in Tourism Enterprises Management and PhD student in Tourism, became Vice Mayor in 2004, during this time implemented the Torres Vedras Local Agenda21, the Mobility City Strategy that encourage cycling and the use of public transportation, he led the implementation of the “Sustainable Energy Plan” and actually is leading the development of Torres Vedras “Climate Change Adaptation Plan”, booth promoted in the commitments framework of Covenant of Mayors, and Mayors Adapt. He is also, Municipality representative in CIVINET Spain &amp; Portugal, in HyER the European Association for Hydrogen and fuel cells and Electro-mobility in European Regions and Quality Coast - EUCC Ambassador. He has coordinated the application to Civitas 2014 Award in the Technology and Innovation category, in which the municipality was awarded with the” Integrated City Parking Management Project”. Under his coordination, in 2015, Torres Vedras has won a European Green Leaf in the first year of the new European competition which recognizes a city's commitment to better environmental outcomes.

Miroslav Matešić
Deputy Mayor of Rijeka

Mr. Miroslav Matešić was born on 25 June 1967, in Rijeka, Croatia. He graduated at the University of Zagreb, Faculty of Transportation Sciences, and by profession he's a Traffic Engineer. From 1987 to 2009 he worked for the Croatian Post, where he held various organizational positions and was particularly successful in the field of information processing. He's been a member of the Croatian People's Party - Liberal Democrats (HNS) since 2005. He has served several functions in the party, including a position of the President of the Party's branch office Rijeka. In the period between 2005 and 2009, Mr. Matešić was as a member of the Rijeka City Council, and in this context, he assumed the position of the President of the Transport Committee. On 11 February 2009 he was elected as a Deputy Mayor of the City of Rijeka. In June 2013, he was elected for the second time as a Deputy Mayor.

Alessandro Meggiato
Mobility Department Manager of Reggio Emilia

Architect, expert in transport, mobility, land use and traffic planning, Alessandro Meggiato is Mobility Policies Department Manager of the City of Reggio Emilia. Former assistant professor in transport and land use planning at IUAV (University of Venice) for four years and advisor for transport and mobility for many Italian Municipalities, Alessandro started working at the Municipality of Reggio Emilia as Head of the Mobility Policies Department 7 years ago. Coordinator for the realization of the Urban Mobility Plan in 2008 and with a wide experience of mobility and transport at European level, Alessandro is the responsible for the planning and management of the transport policies of the City. Committed in promoting a holistic approach to urban mobility, keywords of his expertise are transport innovation and re-design of the public space, essentials to making European cities more attractive, more competitive, more accessible and better functioning places to live and work in.

Domingos Rodrigues
City Councillor of Funchal

Domingos Rodrigues is the City Councilor for mobility and urban planning in Funchal, since 2014, with several responsibilities, such as Land Use, Planning and land policy, Urban Mobility and Regeneration, Participatory democracy and Citizenship and Civil Protection. He has a PhD degree in Geology by the University of Madeira. Apart from teaching in the University, since 1991, he made several interventions in many national and international conferences and delivered numerous technical and scientific reports. Additionally, he authored books and chapters. He was elected for both the Statutory Assembly and General Council of the University of Madeira.  In addition, he was a founding member of the Association of promotion for the rights and interests of immigrants. He was also one of the authors for the 'Self-Protection Guide for Citizens'.

Sándor Nagy
Vice Mayor for Urban Development of Szeged

Sándor Nagy graduated from the University of Szeged in 1991 as a software engineer, and worked as an IT developer and project manager until 2002. His involvement in politics began during the democratic changes in 1989 and he became a member of the city council in 1994. He was deputy mayor between 2002 and 2010. During his time as deputy mayor, Szeged became the first Hungarian city to tender its bus service. The city has won a major grant for the expansion of its electric transport network; and it has completed several smaller projects to encourage cycling and the use of public transportation. Since October 2014 he is Vice Mayor for Urban Development.

Margareta Rönngren
Vice Mayor of Umea

Margareta Rönngren is a member of the Executive Committee of the Municipal Assembly of Umeå and a member of the city’s Budget Preparation Committee and the Economic Development and Planning Committee. Furthermore, she is active on several boards and committees related to transport infrastructure (with a focus on railways and ports), and urban mobility. For example she serves on the board of Umeå’s public transport company, and as chair of the board of the county level public transport operator. Margareta Rönngren has a genuine interest in sustainable development and is active in several bilateral exchange programs at the international level for sustainable development as well as programs for exchange of experience in environmental engineering. For several legislatures she has been chair of the Municipal board for Primary and Secondary School in Umeå. As a member of CIVITAS PAC, she will focus on sustainable urban mobility in a long term perspective, recognizing the importance of integrating land use and transport policies, as well as implementing new smart solutions, in order to reduce reliance on fossil fuel.

Steen Møller
Deputy Mayor of Odense

Steen Møller is a deputy mayor in the City of Odense. His political career has focused on traffic and mobility in most of his now 17 years in office, first as a county councillor and since 2005 as a member of the city council. Odense is the third largest city in Denmark with nearly 200.000 inhabitants, and Steen has helped to shape innovative and ambitious plans for sustainable mobility infrastructure. He has participated in numerous CIVITAS activities including the four most recent Forums, and has addressed several important mobility conferences. He was chair of the County Committee on Traffic and Environment, the regional public transport company and has since 2006 been chairman of Odense Zoo (awarded Best Medium Sized European Zoo 2013-15). As deputy mayor Steen is personally heading the Employment Department, while the overall city strategy and city transformation including the new light rail system is also among his responsibilities.
